Entry rules for minor children under 15 years old

To help prevent crimes against minors, the Philippines generally does not allow children under the age of 15 to enter the country unaccompanied by their parents. Children below 15 years old must be accompanied by a parent or legal guardian in order to enter the Philippines.

When Accompanied by a Parent

Even when accompanied by a parent, entry is permitted only if the parent–child relationship can be clearly proven. If the parent and child have different last names, official documentation must be presented to verify the relationship, such as a family register, an English copy of a resident registration record, or a certificate of family relationship in English.

  • In the Philippines, parental identification is verified based on the family name shown on the passport. Therefore, the name on the family certificate must match the English spelling of the name on the passport.
  • Please prepare documents to prove your family relationship in the following cases:
    ✓ If the child is entering the Philippines with both parents: Documents proving the family relationship are required only if the family names are different. 
    ✓ If the child is entering with the father only: Proof of family relationship is required only if the family names are different. 
    ✓ If the child is entering with the mother only: Documents proving the family relationship are required. When entering the country with siblings, grandparents, or relatives, you must follow the ‘Regulations on Entry of Children Unaccompanied by Parents’.

When Accompanied by a Non-Parent Guardian

If a child enters the Philippines with a guardian or escort who is not a parent, additional documents are required. These include an Affidavit of Support and Consent and a copy of the parent’s passport.

If a Minor Aged 15 or Older Enters the Country Alone

If a minor aged 15 or older enters the Philippines alone, documents such as an Authorization Letter are required. For the complete list of requirements, please contact the Philippine Embassy in your country and prepare the necessary documents after making an inquiry.
